This article covers the landscape itself, because “free legal help” is not one thing — it is several different systems with different funding, different eligibility rules, and different subject-matter limits. Calling the wrong one is the most common reason people conclude no help exists.
Civil legal aid, and what it usually does not cover
Legal aid organizations provide free civil legal help to people with low incomes. Many receive funding through the Legal Services Corporation, a federally established non-profit that funds legal aid programs across the country, and LSC-funded programs typically have income eligibility limits and restrictions on the case types they may take.
The important limit: civil legal aid generally does not handle criminal defence. That is what the public defender system covered in our article on public defenders is for. Legal aid typically covers housing, family law, benefits, education, immigration in some offices, and consumer matters — which is a lot, but not everything, and the mismatch surprises people.
Law school clinics and pro bono programs
Law school clinics are staffed by law students working under the supervision of licensed faculty attorneys, and they often take exactly the kinds of cases that fall through other cracks — juvenile records, education law, immigration, and civil rights are common clinic specialisms. They are generally free, and they exist wherever there is a law school.
Pro bono programs are private attorneys volunteering time, usually coordinated through a state or local bar association. Bar associations also typically run lawyer referral services, which are not free legal help but will connect you to an attorney in the right specialism, sometimes with a low-cost initial consultation. Both are worth knowing about because their eligibility rules are often looser than legal aid's income limits.
How to make the first call count
Have ready: a one-paragraph description of what happened, the dates, any deadline you know about, and the documents you already have. Intake lines are usually short-staffed and screen quickly, and a clear summary is the difference between being routed correctly and being told to call back.
Say the deadline first if there is one — an eviction date, a hearing date, a response deadline — because most organizations triage by urgency. And if the first organization cannot help, ask them who does; referral within the network is routine and they generally know the local landscape far better than a search engine does. For a minor, bringing a parent, guardian, or another adult into the call is worth doing where possible, since some services need an adult to sign a representation agreement.
