Selective Service registration at eighteen

Almost every man living in the U.S. must be registered with Selective Service from 18 through 25. Registering is not joining the military, and a new federal law is changing how it happens.

A senior in El Paso, Texas turns 18 in the spring. His older cousin tells him he has to 'sign up for the draft.' He worries that means he is joining the Army. It does not. Selective Service is a federal agency that keeps a list of men who could be called up if Congress and the President ever brought back a draft. Being on the list is a legal duty. It is not enlisting. The duty is the same whether he was born in Texas or moved from Chihuahua last year.

Who has to register

The Selective Service System says almost all male U.S. citizens and male immigrants who are 18 through 25 must register. That includes immigrant men, not only citizens. U.S. dual citizens and citizens living abroad must register too, online or at a U.S. embassy or consulate.

The agency's own website is direct about the rest. There is no draft right now. Registering does not put you in the military.

Why the rule covers men and not women

Registration was stopped in 1975. In 1980, President Carter restarted it, and Congress paid only for registering men. In Rostker v. Goldberg (1981), a group of men argued that registering only men was unfair under the Constitution. The Supreme Court disagreed. It held that Congress acted within its power to raise and regulate the armed forces when it required men, and not women, to register.

That decision is why the duty today still falls on men. Congress could change it with a new law. The 2025 law described below kept the focus on men.

What happens if you never register

Failing to register is a felony, which is a serious crime. Selective Service says the penalty can be a fine of up to $250,000, up to 5 years in prison, or both.

The more common problem shows up years later. The agency says a man must be registered to qualify for most federal jobs and for job training under the Workforce Innovation and Opportunity Act. In many states he also needs it for state-funded student financial aid and some state jobs. For immigrant men, registration is tied to eligibility for U.S. citizenship.

Automatic registration is coming: what to do now

On December 18, 2025, the President signed the Fiscal Year 2026 National Defense Authorization Act. It tells Selective Service to register men ages 18 to 26 automatically, using information from other federal agencies. The agency plans to have this working by December 2026.

Until you can confirm your own record, do not assume it happened. Go to sss.gov and use the 'Verify Status' page. If you are not listed, register on the same site. You will need a Social Security number. If you do not have one, the agency asks you to call during its hours, 9 a.m. to 5 p.m. Eastern time, Monday to Friday. A parent or school counselor can sit with you while you do it. Save the confirmation. Families with immigrant sons should keep it with other important papers.
