A 15-year-old in Bend takes a summer job scooping ice cream. She asks her parents where to get a work permit, and the answer surprises them: in Oregon, she does not need one. The paperwork belongs to the shop. Her hours and her pay still have firm limits, though, and both come from Oregon law as well as federal law.
The certificate is the employer's job
The Oregon Bureau of Labor and Industries (BOLI) says minors are no longer required to have permits. Instead, any employer who hires workers 14 through 17 must file an Employment Certificate Application with BOLI every year and post the approved certificate where all employees can see it. The employer must also check your age with a document such as a passport, driver's license, or birth certificate, and keep a list of the minors it hires.
So on your first day, look for the certificate on the wall. If a boss changes what minors do at work, BOLI requires a Notice of Change form. Jobs for children under 14 need a special permit, and farm work has its own rules.
How many hours you can work
For 14- and 15-year-olds, BOLI's guide for teens sets these limits while school is in session: no work during school hours, three hours on a school day, eight hours on a non-school day, 18 hours a week, and only between 7 a.m. and 7 p.m. When school is out, the limits are eight hours a day and 40 hours a week, and from June 1 through Labor Day the day can run until 9 p.m. These are the same numbers as the federal child labor rules, so the ice cream shop in Bend has to follow both, and they agree.
At 16 and 17, the federal hours rules for 14- and 15-year-olds no longer apply, but Oregon sets its own cap: 44 hours a week at most, any time of year, with no daily limit.
Every minor also gets breaks. BOLI requires a paid rest period of at least 15 minutes for each four hours of work, and a meal period of at least 30 minutes for a shift of six hours or more.
Pay: same wage as adults, set by county
BOLI is direct on this: the minimum wage is the same for adults and for minors, and you cannot agree to take less. Oregon has no lower youth wage. For July 1, 2026, through June 30, 2027, the rate is $16.80 an hour inside the Portland metro urban growth boundary, $15.55 in standard counties such as Deschutes, Lane, and Marion, and $14.55 in non-urban counties such as Klamath, Malheur, and Umatilla. The rate goes up each July 1 with inflation.
Tips do not count toward the minimum wage. Tip credits are illegal in Oregon.
The federal government's power to set these floors was settled in United States v. Darby (1941). The Supreme Court said Congress can use its power over trade between states to set child labor and wage rules, and it overruled Hammer v. Dagenhart (1918), which had said the opposite.
